skype quality question

I skype with mr sate who is in abu dhabi everyday. Nearly all the time, his movie quality is very good but he says that mine isn't (we both have the same webcam model).

The same thing with UK but reverse: ie When I skype with Mil (who is in the UK) every week (also same webcam model) , her movie quality is always so poor whilst mine is apparantely very good.

So question is: what determines good movie quality for skype? Why is it one side is mostly good while the other side isnt?

Surely it's got to be upload bandwidth of the various systems?

Skype suggests some other possibilities:

The most common ones are listed below:
Webcams
A slow or busy internet connection
Your computer is running slowly
Bad lighting
Too many USB devices plugged in
