It looks like I may actually be coming to S'pore. Have there been any significant changes in the world of pet importation/quarantine that I should be aware of? Has the quality of facilities changed? Regulations significantly changed? Etc... Would much appreciate any advice you feel comfortable dispensing.

Oh I see. You'll only come to Singapore when I leave.

I had two cats go through quarantine in singers last year (on their way from the nam to the oz - oz dont accept pets direct from the nam without going through 6months in a more sanitary location first ), the quarantine facilities had just gone through reno... apart from looking a bit like "cell block H", they were very clean and pretty good all round. The staff were excellent and they really seemed to care for the animals.
Just be aware that if its cats, then you have a choice of air con or not... i chose not as my cats hate the air con but that meant that they had a cell with no window which was very mean. And then i couldnt change as all the air con cells were full up. so book them in early if you want them in the air con bit.
For dogs, they have an outdoor area with the cell so no issues there...

I think the location has changed from when my dog was there 4 years ago, but if it's the same type of staff, they are great and you don't need to worry. You can also visit while your cats (it's cats, right?) are in there. Pretty sure you can have them kept together which would probably help them (the cats) out.
