Most places I've been in Asia ( which does not include most of India and Bangladesh - yet ) I see multiple levels of kids on motor bikes, three on the front, two on the back. One on Mum's head. Goodness knows how she keeps her sarong in place.

I have seen five on a bike here. Just round the corner in Sixth Ave...
I still think it is education, Like Builder Bob above, I used to travel all the time in the back of my dad's old work van as a kid, funnily enough it was a treat to do so, and I loved it! However, back then we/they didn't know what we know now. OK, all of us might realise the dangers, but to people who don't use cars all the time, they don't realise it, same as someone who is a pedestrian/cyclist but never a driver doesn't realise the difference of how much a driver can see and the speed etc.
So much of it is educating the people to understand the dangers.
I must admit that it is not just locals that I see with unbelted kids. Just yesterday I saw an MPV driven by a very blonde lady, with a full load of little blond/e kiddies, none of whom were buckled in.

BHS - given one of my daughter's citizenships is Indian I don't think I have a chip off my head over Indians!!
