I did it in France ages ago. The people in the flats around me had access to my bog standard unlimited wireless network, and they gave me wine. Bit harder to do if you have to put big transmitters up. I talked about the idea with a bloke I met in Paris. But the idea never went any further.

Bit harder in Oz where all the isps have limits.

Unlimited data, yes, but after x mb they go to slow speed.

What you're talking about is not uncommon and is usually called 'throttling'. And there are plans with unlimited 'off peak' usage. And there are unlimited plans like these, which are what I'm talkin' about.
