I did it in France ages ago. The people in the flats around me had access to my bog standard unlimited wireless network, and they gave me wine. Bit harder to do if you have to put big transmitters up. I talked about the idea with a bloke I met in Paris. But the idea never went any further.

Unlimited data, yes, but after x mb they go to slow speed.
