No car there when Neo came home last evening or when we came home from dinner. We can park further back, effectively using both spaces, but that doesn't stop him parking up when Neo's at work which is obviously what he does.

Just came up in the lift with my next door neighbour, who had assumed it was us or our friend with the silver car that has apparently also been parking in his space - it has been inconveniencing him (he has a friend with a ute stay over a lot ) but he didn't want to say anything to us! And he's on the bloody committee!
I haven't seen the car for a while, although I rarely go down to the car park, but I know it hasn't been in our space since my snotogram under the wiper. Result.

8 minutes before he sent that email he sent us another lengthy one regarding the leaks, condescending as ever - shame he couldn't spell to save his life and he really doesn't seem to understand most of what we say.
He must be really desperate because, as I think I've said above, the "spare" end of the space has a huge pillar which means you can't drive in and out of it from that end unless our neighbour's space is also free. For this reason alone I would not sublet the space (even to somebody I liked), as it's likely to cause us hassle.
As far as I know he lives here, so I am interpreting that as him having 2 flatmates and possibly advertising his spare rooms as coming with parking spaces.

Sending it to he Exec will put him in an awkward position, but that might start a personal vendetta that in his position might cause you more grief.
Bring it to the AGM and table it before te SPs vote. Sneky, underhanded, and might not have an effect, but very embarrassing for him.

Or ignore him, send a request to the EC to investigate the growing trend of residents subletting their car parks which is against your strata regulations. Don't single him out though, just yet. He is and sounds like a complete nob. Personally I would have as little as possible to do with him in a private capacity, and as per your bylaw I would be recieving cash. I also wouldn't trust that he wouldn't be above a set up. I would however be conscious that there is an opportunity to cultivate a relationship.
Nothing is more conducive to peace of mind than not having any opinions at all.

I'm not worried about breaking them - I'm just very bemused that the power-mad, bylaw-quoting CHAIRMAN (and until recently also Treasurer) of the Executive Committee tasked with enforcing rules would suggest such a thing

Kooky, i was just on the receiving end of an Australian complaining to me about his landlord (not me, he was just ranting and i was there). He ended with the magnificent statement: "If you people want Singapore to be considered a first world country like ours, you need to buck up on your laws regarding property!"
